El presidente electo republicano estadounidense Donald J. Trump asumirá la presidencia el 20 de enero de 2025. Cuando fue mandatario de 2016 a 2024, se dio a conocer por sus políticas antiinmigrantes, como es la construcción del muro entre Estados Unidos y México; el enjaular migrantes adultos y niños, la puesta en adopción de miles de pequeños migrantes que, debido a la negligencia criminal de su administración, se les perdió el rastro dificultando la reunificación de familias, así como el aumento de redadas.

En su campaña presidencial de 2024 sus principales promesas a sus electores son la deportación masiva de todos los indocumentados en el país que son más de 11 millones, eliminar la ciudadanía por nacimiento y la ciudadanía por naturalización.

¿Qué hacer frente a estas amenazas? ¿Cómo puede defenderse a los migrantes que viven en Estados Unidos? ¿Qué podemos hacer?

Obed Arango Hisijara, director ejecutivo del Centro de Cultura, Arte y Educación (CCATE) en Norristown, PA, opina que la estrategia debe ser desde varios ángulos.

Primer ángulo: Información verdadera

El primer ángulo es distinguir lo que es información falsa de información verdadera para proteger nuestros derechos y para ello se necesita tener información comprobada y verídica que oriente a la comunidad (inmigrante) de una manera sencilla y clara ya que si no la hay se propagan rumores que lo que generan es ansiedad y decisiones reactivas. Esta información verídica es muy importante porque cada familia migrante indocumentada tiene que hacer sus propios planes de acuerdo con su circunstancia particular.

“Yo creo que en este momento las organizaciones tenemos que ser espacio de información y de orientación, pero para esto nosotros mismos tenemos que educarnos. Precisamente, REVARTE ya comienza a tomar más y más esa relevancia de ser ese espacio de información y orientación”, puntualizó. La revista comenzará un podcast semanal de una hora que se dedicará a decir que es información falsa y cuál es la verdadera, con expertos, y transmisión en vivo en Facebook; se difundirá también en YouTube, y eventualmente por la radio de CCATE.

Por otra parte, se acaban de declarar las escuelas santuario en Norristown que eso es un triunfo enorme que CCATE vino peleando desde hace ocho años y ahora se denominan escuelas acogedoras.

Segundo ángulo: Salud emocional y mental

El segundo ángulo tiene que ver con la salud emocional y mental. El censo realizado por CCATE arrojó que los migrantes constituyen un grupo con muy pobre acceso a servicios de este tipo ya sea por falta de seguro médico, por insuficiencia de terapeutas bilingües o que puedan actuar con una familia multicultural.

“En CCATE hemos hecho círculos de salud emocional con el impulso de mis estudiantes de la Universidad de Pennsylvania. Pero la salud emocional que ahora estamos viendo es una cuestión de ansiedad dado toda la violencia que recibimos. La campaña (presidencial de Donald Trump) vino muy cargada de una violencia mediática exagerada con una narrativa en la que la imagen del inmigrante no solamente fue criminalizada, sino que ahora quieren hacer el caso de que somos ‘enemigo de estado’. Todo este diálogo de la ley 1798 de declarar al inmigrante, al extranjero, como ‘enemigo de estado’ es pues una narrativa bastante oscura. Cuando sucedió esa ley, se hicieron campos de concentración para los japoneses, por ejemplo.

Nosotros no somos enemigos, no somos terroristas declararnos enemigos de esta nación, cuando somos trabajadores, cuando somos, padres, madres, familias, deportistas, artistas, creadores, hacer ese tipo de declaración es un país en guerra y entonces justifican el uso del ejército. Es muy importante entender de dónde viene toda esta violencia y esa violencia sí ha minado nuestro espíritu.”

Señaló que ha cambiado mucho la narrativa en los últimos 15 años cuando los activistas luchaban por un alivio migratorio o una reforma migratoria, “ahora ponernos sobre las cuerdas nada más en defensa de nuestros derechos, cuando antes lo que pedíamos era una legislación en materia de inmigración.”

CCATE pone al alcance espacios de salud emocional a la comunidad todo el tiempo; “para nosotros el arte es esencia, en ella nos expresamos, lloramos reímos, proyectamos nuestros sueños, nuestras pesadillas; a través de soñar nos unimos, conjuntamos, nos transportamos, traemos nuestro mundo acá, el mundo que quizás muchos de nuestros compatriotas no han visto nuevamente. Es decir, para nosotros el arte ha sido una manera de sanidad mental.” Debido a que no hay muchos espacios ni terapeutas, “tenemos qué pensar en formas comunitarias de salud mental dirigidas por un profesional.”

Tercer ángulo: Prevención financiera

El tercer ángulo es la prevención en los aspectos financieros. Contrario a todo lo que dice la narrativa de la campaña de Trump de que robamos empleos, que sustituimos gente, que hemos debilitado la economía o los servicios, esa es una gran mentira. De acuerdo con estadísticas aprobadas del gobierno de Pensilvania y del Consulado de México, de 2021 a 2024, las empresas y negocios mexicanos han producido 200 mil empleos.

Por otra parte, los propietarios de bienes por los que han trabajado por 25 o 30 años de su vida, ¿cómo van a proteger esos bienes? “Creo que una educación legal financiera es muy importante por tanto me he reunido con expertos financieros para que puedan a empezar a dar talleres en CCATE para los negociantes que tenemos y den información veraz que permite planear bien”, informó Obed.

En 2016 CCATE fue declarado lugar santuario en vista de que el Distrito Escolar de Norristown no quiso hacerlo con las escuelas.

Cuarto ángulo: Humanización de narrativas

El cuarto ángulo es la humanización de las narrativas, como lo hace REVARTE.

“Sabemos que se van a venir deportaciones, sabemos también que el estado no tiene toda la capacidad para llevarlas a cabo, pero también sabemos que esta administración quiere forzar, quizá, o poner en práctica ciertas leyes y no podemos saber lo qué van a hacer. Pero lo que sí podemos hacer es enterarnos y con información verídica tomar nuestras decisiones”, finalizó diciendo.

Acerca del ángulo de las coaliciones

CCATE es más que nada un movimiento comunitario desde la educación y la transformación social, aunque sea una organización sin fines de lucro. “En este sentido nos damos cuenta que las coaliciones actualmente que comparten la visión de protección de los derechos de las familias y de los inmigrantes son con esas organizaciones con las que queremos colaborar con las que queremos trabajar y ser un grupo diverso y bien articulado. Por lo menos aquí en el condado Montgomery ya comenzamos la plática y esperamos que se fortalezca que se lleve a cabo, ya con la experiencia dada de hace más de una década, poderlo hacerlo de una manera más efectiva y que dure lo que tenga que durar”, concluyó Obed Arango Hisijara.

CCATE has implemented protection strategies for migrant communities

The American Republican president-elect Donald J. Trump will assume the presidency on January 20, 2025. When he was president from 2016 to 2024, he became known for his anti-immigrant policies, such as the construction of the wall between the United States and Mexico; the caging of adult migrants and children, the adoption of thousands of small migrants who, due to the criminal negligence of their administration, lost track of them, making it difficult to reunify families, as well as the increase in raids.

In his 2024 presidential campaign, his main promises to his voters are the mass deportation of all undocumented immigrants in the country, who number more than 11 million, and the elimination of citizenship by birth and citizenship by naturalization.

What to do about these threats? How can migrants living in the United States be defended? What can we do?

Obed Arango Hisijara, executive director of the Center for Culture, Arts and Education (CCATE) in Norristown, PA, believes that the strategy must be from several angles.

First angle: True information

The first angle is to distinguish what is false information from true information to protect our rights and to do so it is necessary to have proven and true information that guides the (immigrant) community in a simple and clear way since if there is not, rumors spread that generate anxiety and reactive decisions. This truthful information is very important because each undocumented migrant family has to make their own plans according to their particular circumstance.

“I believe that at this moment organizations have to be a space for information and guidance, but for this we ourselves have to educate ourselves. Precisely, REVARTE is already beginning to take on more and more the relevance of being that space for information and guidance,” he pointed out. The magazine will begin a weekly one-hour podcast that will be dedicated to saying what is false information and what is true, with experts, and live broadcast on Facebook; It will also be broadcast on YouTube, and eventually on CCATE radio.

On the other hand, sanctuary schools have just been declared in Norristown, which is a huge victory that CCATE has been fighting for for eight years and now they are called welcoming schools.

Second angle: Emotional and mental health

The second angle has to do with emotional and mental health. The census carried out by CCATE showed that migrants constitute a group with very poor access to services of this type, either due to lack of health insurance, lack of bilingual therapists or those who can work with a multicultural family.

“At CCATE we have done emotional health circles with the encouragement of my students at the University of Pennsylvania. But the emotional health that we are now seeing is a matter of anxiety given all the violence we receive. The campaign (presidential of Donald Trump) came heavily loaded with exaggerated media violence with a narrative in which the image of the immigrant was not only criminalized, but now they want to make the case that we are an ‘enemy of the state’. This entire dialogue of Law 1798 of declaring the immigrant, the foreigner, as an ‘enemy of the state’ is therefore a quite dark narrative. When that law happened, concentration camps were made for the Japanese, for example.

We are not enemies, we are not terrorists, declaring ourselves enemies of this nation, when we are workers, when we are fathers, mothers, families, athletes, artists, creators, making that type of declaration is a country at war and then they justify the use of the army. It is very important to understand where all this violence comes from and that violence has undermined our spirit.”

He pointed out that the narrative has changed a lot in the last 15 years when activists fought for immigration relief or immigration reform, “now we put ourselves on the ropes just in defense of our rights, when before what we asked for was legislation on immigration.”

CCATE makes emotional health spaces available to the community all the time; “For us, art is essence, in it we express ourselves, we cry, we laugh, we project our dreams, our nightmares; Through dreaming we unite, we combine, we transport ourselves, we bring our world here, the world that perhaps many of our compatriots have not seen again. That is, for us art has been a way of mental health.” Because there are not many spaces or therapists, “we have to think about community forms of mental health led by a professional.”

Third angle: Financial prevention

The third angle is prevention in financial aspects. Contrary to everything the Trump campaign narrative says that we stole jobs, that we replaced people, that we have weakened the economy or services, that is a big lie. According to approved statistics from the Pennsylvania government and the Mexican Consulate, from 2021 to 2024, Mexican companies and businesses have produced 200 thousand jobs.

On the other hand, the owners of assets for which they have worked for 25 or 30 years of their lives, how are they going to protect those assets? “I believe that financial legal education is very important, therefore I have met with financial experts so that they can begin to give workshops in CCATE for the businessmen that we have and provide accurate information that allows them to plan well,” Obed reported.

In 2016 CCATE was declared a sanctuary site because the Norristown School District did not want to do so with the schools.

Fourth angle: Humanization of narratives

The fourth angle is the humanization of the narratives, as REVARTE does.

“We know that deportations are going to come, we also know that the state does not have all the capacity to carry them out, but we also know that this administration wants to force, perhaps, or put into practice certain laws and we cannot know what they are going to do. But what we can do is find out and make our decisions with true information,” he concluded.

About the coalitions angle

CCATE is more than anything a community movement based on education and social transformation, although it is a non-profit organization. “In this sense, we realize that the coalitions currently that share the vision of protecting the rights of families and immigrants are those organizations with which we want to collaborate and who we want to work with and be a diverse and well-articulated group. At least here in Montgomery County we have already started the talk and we hope that it will be strengthened, and with the experience given from more than a decade ago, we will be able to do it in a more effective way and that it lasts as long as it has to last,” concluded Obed Arango Hisijara.
